Our delivery and handover methodology follows four stages: a senior team establishes an agreed baseline, the target arrangement is built, delivery runs alongside the client, and knowledge transfers through phased handover. Transition is planned from the start so ownership moves once the capability is operating and ready to continue.

The four stages
Mobilization
Mobilization is led by senior advisers during the opening days of the engagement, working with the sponsor and accountable client stakeholders. The delivery baseline records the target outcome, scope, assumptions, dependencies, risks, open decisions, resources and timing. Before work begins, both parties agree roles, success measures, information sources, governance arrangements and the conditions for moving into establishment.
Establishment
Establishment turns the baseline into an arrangement that can operate. We define the target state; build the required office, plan or structure; and prepare work, decision and risk registers, reporting templates, tracking tools, operating cadence and team allocation. The design is tested with its users before adoption, and our PMO & Delivery Offices experience is applied when the target output is a standing office for coordination and oversight.
Delivery
TAMA works inside the delivery environment with accountable client stakeholders. We run the workstreams, analysis, coordination and follow-through assigned to us, while the client leads institutional decisions, provides access and resources, and approves outputs. Progress is reviewed jointly against the baseline and target outcomes, with the sponsor and outcome owners assessing what has been achieved and what needs to change.
Transition and handover
Transition begins when the capability meets agreed readiness criteria. We test the client team’s ability to run the tools, operating cadence, reporting and decisions, then transfer documentation, templates, registers, knowledge and responsibilities in stages. If readiness is not demonstrated, remaining actions, owners and dates are agreed, and Interim & Embedded Leadership may provide defined-period support before exit.
Governance principles | applied across all four stages
Governance begins before every operational detail is known because it defines how both parties will work when new information emerges. The operating cadence is set by the speed at which the outcome requires decisions. Every report serves delivery by exposing a change that affects the outcome, a decision that is needed or a commitment requiring follow-through. Decisions are treated as delivery artefacts, each with context, ownership and timing.
Matters are directed to the level able to resolve them, and escalation is used when a decision exceeds the authority of the current level or delay threatens the agreed outcome. The client retains ownership of the outcome, institutional decisions, resources and acceptance of outputs, regardless of how deeply TAMA works inside delivery. Details differ across Services, and these principles hold throughout: clear ownership, timely decisions, information that serves delivery and an arrangement the client can continue to operate.
An engagement is complete when the client team can operate the capability, make its decisions, sustain its cadence and information quality, and accept responsibility against agreed readiness criteria.
